An ID card that manages tournament results. When registering for a tournament or when requested by the tournament organizer, present the barcode from the barcode display menu in "KONAMI CARDGAME NETWORK" or "Yu-Gi-Oh! Neuron." Also, if you do not fill out the required information when registering your Konami Card Game ID, you will not be able to participate.
If any errors or falsehoods are discovered, you may be disqualified from participating the event.
A deck constructed with 40 to 60 cards
Cards that can be used to construct decks are limited to the "Yu-Gi-Oh! Official Card Game" (Japanese version).
Cards that have been processed with stickers, markings, etc. cannot be used.

Extra deck
Constructed with up to 15 "Fusion Monster Cards", "Synchro Monster Cards", "Xyz Monster Cards", and "Link Monster Cards".

C. Things Needed for Effect Processing

Only six-sided dice can be used.
It is prohibited to use items that have been processed to make the results appear biased.
Even if it is not used for processing effects, it may be used for managing the number of counters, increasing or decreasing attack power and defense power, checking the number of turns elapsed, etc. with mutual consent.

Prepare the necessary number of items that will not interfere with the progress of the duel when placed on top of the card as a marker.

B. About the Deck
Decks that can be used in tournaments
Only one deck may be used during a tournament.
If the tournament organizer requires submission, participants must report the contents of the decks they will use in the tournament using the specified method.
The use of cards other than those listed on the "Deck Entry Sheet" is prohibited in all decks, side decks, and extra decks.
Deck initialization for each round (match)
Cards that were replaced in the previous round (match) must be returned to their initial deck, extra deck, or side deck.
Card changes between decks, extra decks, and side decks are not allowed before the start of the first duel of each round (match).
C. Time Limit
In tournaments, the time limit for one match (maximum of 3 duels) is 40 minutes. If the winner of the match is not determined after 30 minutes (initial match limit) after the 40 minute time limit (after 10 mins of the last 3 turns, for a total of 40 mins) ends, both players will lose.
This includes the interval time between duels (time spent replacing and shuffling cards with the side deck) and the time during which judges discuss decisions based on reports from players.
Players must follow the "Basic Rules of the Tournament'' and keep the Duel proceeding in a healthy and smooth manner.
It is permitted to use the "Yu-Gi-Oh! Neuron" function to check match times. However, the start and end times of the competition must follow the times measured by the tournament organizer or judge.
Penalties will be applied to actions that prolong the progress of a duel.
If a player significantly wastes match time due to excessive thinking or wasteful playing, whether intentional or not, a penalty starting with a "caution" may be given at the judge's discretion.
If you feel your opponent is prolonging the match, check with the judge.
If the match winning condition (2 wins) is not met after the 40 minute time limit has passed, the winner will be determined according to the following procedure depending on the tournament format.

D. Duel procedure
To duel, follow the steps below in order.
1. Greet your opponent and shake their hands.
2. Each player presents the number of cards in his/her extra deck and side deck to his/her opponent.
3. Each player shuffles his deck in a position visible to his opponent.
At this time, actions such as shuffling or shuffling the cards while checking them are prohibited.
Example: Start shuffling after sorting the cards by type: "Monster", "Magic", and "Trap". etc.
4. Each player has their opponent cut their deck.
At this time, the opponent is prohibited from excessive shuffling.
5. A game of rock, paper, scissors is played, and the winning player chooses whether to go first or last.

From the second duel onward, the loser of the previous duel chooses to go first or last.

6. Each player draws 5 cards from the top of their deck as their hand.
It is prohibited to choose whether to play first or play second after drawing 5 cards from your hand.
7. The duel begins on the first player's turn, and the winner is determined.
Each player can exchange cards in the deck or extra deck using the side deck during intervals (between duels).
8. At this time, the number of cards in the deck and extra deck must be the same before and after the exchange.
1. Players are not allowed to contact the card game office regarding rules by phone or chat during a match.
2. If you have any questions/doubts during the duel, or if there is a difference of opinion between players regarding the rules, please ask the judge for instructions on the spot and follow their instructions. Please note that it is not possible to ask the judge in advance what the results will be of cards that have not yet been processed.
3. If players perform processing without realizing their mistake and the duel progresses thereafter, the duel will not be rewound and processed for matters such as card effect processing and point calculation.
4. The judge will not respond to any appeals made after the duel has ended.
5. Regarding actions during a duel, each player must always check with the other player before taking any actions.
6. The time for considering strategy during one turn is approximately 3 minutes. This does not refer to the amount of time spent per play. Players must always strive to ensure that the duel progresses smoothly, and any actions that impede the progress of the duel, such as excessively repeated thoughts, will be subject to penalties at the judge's discretion.
7. Decks and cards are placed in designated areas on the field and the duel progresses. It is not possible to proceed with a duel by placing it in an incorrect location.
8. After confirming the card text and processing with the other player, you are allowed to use the "Yu-Gi-Oh! Neuron" function to check the "Yu-Gi-Oh! Official Card Game Duel Monsters - Card Database." However, it is not possible to waste battle time by making unnecessary checks for the progress of the duel.
Prohibition of use of substitute cards
All cards used in deck construction must be from the "Yu-Gi-Oh! Official Card Game" (Japanese version). The use of substitute cards, cards (card sleeves/protectors) that have been modified with stickers, markings, etc. from the "Yu-Gi-Oh! Official Card Game" is prohibited.

Regarding the use of card sleeves and protectors (hereinafter referred to as sleeves)
Players may use sleeves. Also, do not put anything other than cards or other sleeves inside the sleeve. Even if you put another sleeve inside the sleeve, use it as long as it does not interfere with dueling. Penalties will be applied if the judge determines that it interferes with the duel, such as if it is difficult to read the text on the card or shuffle the deck. Processing the sleeve is also prohibited.
Regarding the use of deck/extra deck sleeves
When using sleeves in a deck, the same sleeve must be used for all cards used in the deck. The extra decks don't have to be the same, and you don't have to use them.
Regarding fouls and violations
For typical fouls and violations, see "Tournament Penalty Regulations."

8. Deliberately looking at cards when shuffling or cutting.

10. Deliberately misrepresenting life points and number of cards in hand.
11. Manipulate cards drawn from your or your opponent's deck.
12. Receive advice from a third party such as a spectator during a duel. Or, talk to a third party, such as a spectator, during a duel.
13. Use cards with some markings or card sleeve protectors.
14. Place cards and other items other than sleeves into the card sleeve/protector.

Neuron's life point calculation function, using utility functions (dice/coins, etc.), or checking card text or processing. (For OCG territories in which cards are in Japanese language and cannot be read, an application that provides CORRECT and BASED ON Yu-Gi-Oh! OCG Database can be used. Players will comply with the basic rules of the tournament. Penalties will be applied to excessive manners violations at the judge's discretion.
1. Follow the rules of the competition venue and judges.
2.No eating or drinking will be allowed during the match.
3. If you need to leave your seat for reasons such as going to the restroom during a match, get permission from your opponent and the judge.
4. Do not touch your opponent's cards during a match without permission.
5. Always try to keep the duel going smoothly and keep the duel fair.
6. Preparations for duels, intervals between duels, deck initialization after battles, etc. will be carried out smoothly and will not interfere with tournament operations.
7. Players will not engage in any play that causes discomfort to their opponents or third parties. (Coercive behavior such as making excessive noise, shouting, doubting people more than necessary)
8. Do not play in a way that misleads your opponent. (Acts such as placing magic/trap cards on top of each other, placing cards in your hand in a place where they are mixed with cards on the field, etc.)
9. Do not make violent or disrespectful comments to judges, opponents, or third parties. (This also includes slander using the internet)
If a judge happened to give a wrong ruling, you can appeal to the head judge, or if not, if you can provide a valid evidence that can support claims, please do so. When a game/match is finished, everything is FINAL.
10. After the duel, both players check their decks to make sure they have correct number/list of cards.
11. During a duel, check with your opponent before proceeding.
12. When calculating life points, be sure to record each other's points on a memo pad.
13. After one battle, the deck is returned to its initial state and the battle results are reported.
